You may have seen this story about the women in Orlando that hosed her kid down at the car wash. After watching, it doesn't look to me like she was hitting her with the high pressure water you get when you pull the handle back. If she had the little kid would have been knocked on her butt. Still not cool to do to a little kid, but not as bad as you may have heard or could have been.

The mom is holding the girl up by her arm to prevent her from being knocked over. We don't know what the pressure of the hose was, but it's clearly abusive, which is worse than "not cool."
I don't really see anything productive that could come of trying to make this woman's actions seem less disgusting than they were.
